He was the first major figure in mainstream civil engineering to forcefully link , microstructure , and environmental impact . Today, the movement toward low-carbon concrete, high-volume SCMs, and performance-based specifications owes a direct intellectual debt to the foundational work of P. K. Mehta. pj mehta
