Before beginning, you must obtain the correct language pack file. Windows language packs are distributed as .cab files. You can usually find these in the Windows Languages and Frameworks ISO, available through the Microsoft Volume Licensing Service Center (VLSC) or the Visual Studio Subscriptions portal.
