Sometimes the error is specific to a file or directory you are trying to access. If your user account doesn't have "Full Control," CMD will block the request.

Few things are more frustrating than trying to run a critical command in the Windows Command Prompt (CMD), only to be met with the blunt, red-text refusal:
The most common cause is running CMD without administrative privileges. Even if you are logged into an admin account, the prompt itself must be "elevated". : Search for CMD in the Start Menu. Right-click and select Run as Administrator .
Press Windows Key + R , type regedit , and press (run as administrator if prompted). Back up your registry first by selecting File > Export .
You cannot delete a file that Windows is currently running. Even if you have admin rights, if a process has a "handle" on the file, you will get an Access Denied error.
