Testing builds often introduce a wide range of new mechanics and items months in advance:

Test servers allow developers to release aggressive changes to weapon stats—damage range, time-to-kill (TTK), and recoil patterns—to see how players adapt. It serves two functions here:

A common criticism levied by the Call of Duty community is that developers sometimes skip the test server phase or treat the live game as the test server. This happens when a patch is released directly to the public, causing immediate issues that require an emergency "hotfix."

Perhaps the most utilitarian aspect of the test server is identifying game-breaking glitches. The "loadout glitch" in Warzone —which allowed players to drop their custom classes anywhere on the map for free—was a recurring nightmare that could have been identified earlier with more rigorous testing.

For the competitive community, the test server is the first glimpse of the shifting "meta." Call of Duty is notorious for its fluctuating weapon balance; a gun that is useless one week can become overpowered (OP) the next.
