Because these files are copyrighted by Nokia (and subsequently by Microsoft) and other manufacturers, they cannot be legally distributed by the developers of EKA2L1. Therefore, users must engage in "dumping," a process of extracting the memory image from a physical device using specialized software or hardware hacks.
